01 · Procurement objective

State the procurement objective clearly before setting the bid price

Renewable-energy procurement is not simply a search for the lowest generation cost. Auction design and evaluation criteria depend on the relative priority given to required energy volumes and delivery hours, completion targets, local industry participation, grid stability and fiscal burden.

If objectives are unclear, selecting an aggressively priced bidder may be followed by extensions, renegotiation or failure to reach financial close. Before the tender, the procuring authority should clearly define its objectives, mandatory conditions and the risks to be allocated to market participants.

02 · Resource & land

Turn a promising resource map into a buildable site

Solar irradiation or wind data is the starting point for project economics, but a plant also requires confirmed site-use rights, access roads, terrain and ground conditions, flood and sand or dust risks, and environmental sensitivity. Unclear measurement periods or data-adjustment methods increase uncertainty in long-term generation estimates.

Legal title and the community's actual use of the land may not be resolved by documentary ownership alone. Reviewing land-acquisition timing, livelihood impacts, resettlement and grievance processes from the outset can reduce the risk of interruption after EPC work begins.

03 · Grid connection

Distinguish connection approval from the ability to sell generation

The existence of a grid connection point does not mean all generated electricity can be sold. Transmission capacity, congestion, curtailment rules, the scope of reinforcement and its completion date determine actual sale volumes and revenue.

The PPA and connection agreement should consistently address who performs the grid-impact assessment, pays reinforcement costs, bears delay risk and compensates for curtailment. Test a separate scenario in which plant and transmission-line completion dates do not align.

04 · PPA & offtaker

Check the offtaker's ability to pay and perform, not just the PPA tariff

A long-term PPA supports revenue, but contracted sales may not become cash if the counterparty's financial health, tariff-collection structure or enforceability of government support is weak. This is why protection against late payment, currency-conversion and transfer restrictions, and political events matters.

Energy measurement, curtailment, deemed energy, force majeure, change in law and termination compensation should work together. Rather than assigning every risk to either the public or private side, allocate controllable risks to the party able to manage them and use transparent adjustment mechanisms for uncontrollable events. This can produce more competitive pricing over the long term.

Credit

Assess the offtaker's ability to pay and credit support such as guarantees or escrow.

Currency

Check mismatches between import currency, debt currency and the currency of power payments.

Termination

Confirm that termination compensation by cause and lender rights fit the financing structure.

05 · Bid & EPC

Test a low price against deliverable technical and contractual terms

Bidder qualification cannot be assessed from previously installed capacity alone. Review experience in similar climate and grid conditions, the supply chain for critical equipment, financing experience, and the ability to manage local permits and subcontractors. An unusually low bid also requires a clarification process to check for omitted scope or unrealistic financing assumptions.

The EPC contract should clarify not only completion dates and damages but also reference generation, availability, performance-test conditions and long-term degradation assumptions. If warranties for critical equipment such as modules, inverters and turbines are shorter than the project company's obligations or cannot be transferred, contractual protection will not cover the actual operating period.

06 · Completion & operations

Build a performance-data system that continues after completion testing

A performance test shows the plant's condition on a particular date, while long-term revenue depends on years of availability, degradation, cleaning, maintenance and curtailment. Before completion, confirm ownership of SCADA data, measurement accuracy, cybersecurity, defect-assessment rules and O&M reporting formats.

Warranty claims, insurance and lender reporting depend on distinguishing generation losses caused by resource shortfalls, equipment problems, grid restrictions or operating decisions. Defining the cause-classification system during design helps the operating team identify losses it can improve, rather than only report results.
