01 · Document purpose

Identify what the document actually describes

Start by distinguishing three document roles. A product specification sets the requirements for acceptance. A typical data sheet provides reference characteristics. A certificate of analysis reports test results for the material or sample it identifies. In a purchasing review, record the role before evaluating the numbers.

A document titled COA can still leave the commercial question unanswered if its sample cannot be connected to the offered batch. Note the issuer, producer where stated, product description, report number, sample identifier, batch reference and relevant dates. These are useful review fields rather than a claim that all legitimate reports must follow one template.

02 · Measurements

Read the result together with its method

ASTM D5/D5M describes penetration as a measure of consistency: higher penetration values indicate softer consistency. It also notes that reliable results depend on competent testing and suitable equipment. A number without a method, unit or sufficient sample context provides less information than a complete report.

ASTM D36/D36M describes a defined ring-and-ball softening-point test. Bitumen softens progressively rather than having a sharply defined melting point, so softening point should not be relabelled as melting temperature. The result is one relevant property, not a complete statement about suitability for a particular project.

Use the specification required by the buyer's project. A familiar grade label does not justify transferring all limits from another grading system or substituting one test method without agreement.

03 · Comparison

Make missing information visible

For every required property, record the contractual requirement, test method and edition, unit, reported result and review status. Check whether a reported value uses the same unit and testing basis as the requirement. Where the basis differs, ask the laboratory or the parties responsible for acceptance to clarify it.

Avoid filling blank cells with assumed values. A report containing penetration and softening point may still omit another property required by the buyer. Record that omission as a question. Equally, do not invent an acceptance limit for a test simply because the supplier has included its result.

The comparison becomes more useful when each open item has an owner and a requested response: provide a missing result, identify the method edition or explain the connection to the batch. This keeps the review focused on resolvable questions.

A required result, method detail or batch connection needs clarification.

Deviation

A difference from the agreed requirement needs an explicit decision by the responsible parties.

04 · Worked review

A plausible COA still needs a shipment connection

Consider an invented enquiry for grade 60/70 under an attached buyer specification. The seller supplies a report marked Reference Sample R-204, showing penetration 65 and a softening-point result. The report contains no batch reference connected to the proposed order. Its figures may help the initial discussion, but the correct next step is not to label the future shipment approved.

Ask whether R-204 represents typical material or an identified production batch, what the reported units and methods are, and when the shipment batch will be assigned. Then compare every required property with the buyer's specification. The number 65 is an illustrative result, not a PentaBay product guarantee or a substitute for the full acceptance criteria.

05 · Sampling

Agree how evidence will connect to the cargo

SGS highlights effective sampling and sample handling as important issues in bitumen trade and offers sampling, analysis and trade inspection services. That supports arranging the evidence process before depending on a laboratory result. It does not establish that a particular inspection has been booked.

Agree who samples, where and when sampling occurs, the selected method, sample identifiers, seal records and how retained samples will be handled. Confirm the laboratory and the scope it can perform. If parties anticipate conflicting results, agree the review and retest process before the dispute arises rather than choosing it afterwards.

06 · Record

Keep quality, origin and acceptance decisions connected

Origin documentation answers a different question from physical-property testing. ICC describes certificates of origin as documents used to authenticate exported goods' origin. It follows that a COA alone should not be treated as proof of Iraqi origin; review the producer and origin records through their own documentary chain.

Keep the specification, report, sample references, origin documents and unresolved questions together in the purchase record. Once the responsible parties have reviewed the evidence, record their acceptance decision and any conditions. A completed checklist makes the decision easier to explain; it cannot guarantee the condition or identity of material that has not been adequately connected to the documents.
